TOOL-015 does not introduce another drainage hydraulic engine. It compares metrics already supplied by the user or produced by upstream frozen tools.
Higher capacity margin ratio is better. Lower total pipe length, excavation length, maximum diameter and outfall count are better.
Each metric is min-max normalized across the scenarios currently being compared. If every scenario has the same value for a metric, each receives score 1 for that metric.
Weights are explicit user inputs and must sum to 1.0. The ranking therefore represents the stated priorities, not an engineering approval. Equal weighted scores within 1e-12 share the same rank. Hydraulically inadequate scenarios remain visible in the ranking and are never silently filtered.
With weights 0.40/0.20/0.15/0.15/0.10, Scenario A score is 0.4500 and Scenario B score is 0.5500.
SI/US inputs are normalized to canonical SI before comparison. No GIS routing, SWMM, automatic layout generation, cost database, constructability solver, permitting logic or new hydraulic formula is included.
